Item #1: Budget Amendment – Tribal Construction, amend Special Projects budget to reflect revenue received from gravel sales; increase “Miscellaneous” revenue by $76,144; increase “Capital Outlay-Equipment” expense by $76,144 – PASSED

Item #2: Budget Amendment – EBCI Cooperative Extension, adjust a current grant to add modifications from the BIA; increase “Federal Grant Rev-Operating” revenue by $100,620; increase “Contract Services” expense by $100,620 – PASSED

Item #3: Budget Amendment – EBCI Office of Environmental & Natural Resources, increase misc. revenue received from plant sales at the greenhouse; increase “Miscellaneous” revenue by $2,262; increase “Supplies-Office” expense by $2,262 – PASSED

Item #4: Budget Amendment – EBCI Health Delivery, add a new grant from USET – Social Determinants of Health which is “to assist tribal communities in identifying the social determinants that affect health outcomes and create public health interventions to improve outcomes”; addition of “Federal Grant Rev-Operating” revenue of $9,200; addition of “Public Relations” expense of $4,000; addition of “Incentives” expense of $4,000; addition of “Supplies-Educational” expense of $1,200 – PASSED

Item #5: Budget Amendment – Cherokee Choices, add a new grant from Department of Health and Human Services Administration for Children and Families for the Tribal Home Visitation Program for the EBCI Nurse Family Partnership; addition of “Federal Grant Rev-Operating” revenue of $625,000; addition of “Reserve-Future Projects” expense of $625,000 – PASSED

Item #6: Budget Amendment – Cherokee Early Head Start/Education; adjust a current grant with two modifications from the Department of Health and Human Services Administration for Children and Families; Program No. 450: increase “Federal Grant Rev-Operating” revenue by $38,077 and increase “Repairs & Maintenance-Building” expense by $38,077; Program No. 456: increase “Federal Grant Rev-Operating” revenue by $32,928 and increase “Repairs & Maintenance-Building” expense by $32,928 – PASSED

Item #7: EBCI Transit Program be authorized to apply for a grant from the Federal Transit Administration in the amount of $569,264 “for the purpose of the continuation of the public transit system night community routes, purchasing safety equipment, vehicles, and operating costs” – PASSED

Item #8: EBCI Transit Program be authorized to apply for a CTP 5311 grant application for federal funding in the amount of $130,915 “to assist in enhancing public transportation to serve the communities” – PASSED

Item #9: EBCI Health Delivery be authorized to submit an application for a $30,000 Good Health and Wellness in Indian Country grant by CDC through the USET with the purpose “to allow tribal nations to conduct an analysis to determine strengths and gaps within their public health system in tribal communities” – PASSED

Item #10: EBCI Public Health and Human Services be authorized to apply for a $250,000 grant under the Tribal Public Health Capacity Building and Quality Improvement Umbrella Cooperative Agreement “to provide better, more efficient and effective services to the community” and to “optimize the quality and performance of tribal public health care systems, including infrastructure, workforce, data and information systems, programs and services, resources and community, and partnerships” – PASSED

Item #11: Donation Requests – Suri Watty, Sparks Softball Team, $250; Swain County High School volleyball team, $500 – PASSED

Item #12:  Tribal Council instructs the Principal Chief to lease or purchase a new Crew Cab Cabover Fire Truck for use by the Snowbird Volunteer Fire Department – HOLD for Tribal Council session on Thursday, Aug. 2

Item #13: Tribal Council approves a CIP Award up to $75,000 to purchase a handicapped accessible van for the Cherokee Language Consortium to use for gatherings, trips, events, etc. – PASSED as AMENDED

Item #14: Recurring funding in the amount of $25,000 be placed in the EBCI Family Support Services budget for the purpose of purchasing medical equipment such as motorized vehicles (wheelchairs), portable oxygen concentrators, and CPAP cleaners for tribal members who qualify – PASSED as AMENDED

Item #15: Sequoyah National Golf Club LLC authorized to renew $500,000 Line of Credit with First Citizens Bank through Fiscal Year 2021 – PASSED

Item #16: The Sequoyah National Golf Course Resort Hotel, consisting of 125 rooms, with a project budget of $25,625,000 is approved by Tribal Council and enters into a development agreement and operational management agreement with Senate Hospitality Group, LLC – TABLED for WORK SESSION

Item #17: A contribution in the amount of $100,000 is authorized for Graham County Schools for improvements to Robbinsville High School’s Big Oak Stadium as follows: $70,000 for aluminum grandstands with handicapped access on visitor’s side; $20,000 for a new public address system; and $10,000 for a concrete pad above grandstands for handicapped accessible walkway – PASSED (vote of 55-45)
